Livestock SA supports the goal of a stronger biosecurity system but warns that unclear responsibilities, duplication of frameworks, and inadequate resourcing risk undermining compliance and market access. While endorsing shared responsibility, the proposed strategy lacks practical guidance for producers and the public, clarity on funding arrangements, and commitment to nationally interoperable traceability systems. Without targeted investment and transparent governance, South Australia’s livestock sector could face increased vulnerability to disease threats and trade disruption. Livestock SA calls for an evidence-based approach that builds on existing frameworks, strengthens departmental capability, and prioritises practical implementation.

Key Recommendations:

  • Operationalise the General Biosecurity Duty with clear definitions and training.
  • Launch a statewide public awareness campaign.
  • Commit to nationally aligned traceability and certification systems.
  • Define co-investment arrangements with risk-based funding and audited reporting.
  • Establish a representative Steering Committee with transparent governance.
